In most situations, inverse ghosting is visible because your monitor overdrive option is set too high. To get rid of it, turn the overdrive setting down a notch or two.
Ghosting is caused by the signal reflecting back and forth in the cable due to impedance mismatching. Caused by poor signal termination at video card or monitor, or much more likely a cheap vga cable.
