The navbar and user dropdown have several related usability and design problems that affect navigation clarity and overall UI consistency. There is an unwanted white border/outline around the navbar.

Remove the banner for everybody, as it serves no useful purpose beyond "eye candy." Add a separate screen asking the user whether they are using a screen reader and require accessibility features.
