As much as 5 inches of rain could fall in parts of the Washington, D.C., area on Tuesday, posing a risk for flash floods.

It looked like a creek that overflowed its banks along Rosslyn Road in Carnegie. Just one problem: there's no creek there. That's just how much water was rushing down the hill after buckets poured from the sky early in the workday.

Underpasses throughout the City of Huntington have also filled with water and one person reported water has reached the porch of a house on Enslow Boulevard.
