Scuff sanding is a prep step that is used to slightly rough up a surface and create “tooth” in the existing finish so paint can mechanically bond. You don’t want to sand to raw wood, bare timber opens the grain (rough finish), drinks paint, bleeds tannins, and increases product use. Most modern primers are designed to key into a dull, intact surface rather than bare timber.
